claims and demands for expenditure on the Observatory,
not in
furtherance of his
proceedings throughout this
quarter of the globe,
are
Considered by the Executive
Council and by the Colonial Legislature, to be too
large
to be borne by this Colony
alone. It will be recollected
that his observations are
intended to benefit not only
the
island of Hongkong but the trade of Great Britain,
Western
and other Nations, and of
China itself, throughout the wide expanse of
the
Chinese seas.
