When it was offered to the Inspector of Prisons in another colony, but the offer was declined. An application was then made to the Home Office for assistance in filling the place, without success, as the gentleman who was ready to take it failed to pass the necessary medical examination. It was subsequently offered to two other colonial officers, but was declined in both instances.
14. I earnestly hope that I shall be able to secure the services of a suitable officer, but in view of the difficulties and disappointments which have already attended my efforts in this direction, and which may again present themselves, I think it right to lose no further time in explaining the reasons which have made delay unavoidable.
