From this quarter of the world, I have the honour to report that Admiral Meyer, the Commander-in-Chief of the French Naval Forces, has been at Hongkong with his Flag ship, "La Victorieuse", since last July, and that he will probably remain here for some months longer, unless he receives orders to the contrary from Paris. I continue to maintain the most cordial understanding with the French as with the Chinese Authorities. Since my return here I have received friendly communications, both from Li Hung Chang, and also from the Viceroy of Canton.

Admiral Meyer informed me today that fresh re-inforcements, including a battalion of Turcos from Algeria, a battalion of the Foreign Legion in the service of France, and a battalion of Marines from France - have reached Tonquin, making up the French Force there to nearly 9000. Active operations will be recommended early next month.
