If the suggested amendment is made, I think it will go a long way to nullify the operation of regulation 2 as a practical provision for the protection of this port. The case of a master unwittingly rendering himself liable to the penalty might occur, though it is not probable that the extreme penalty would be inflicted unless the Magistrate had been satisfied that the offense had been committed wilfully and knowingly.
