nearly ten years in the service, is now receiving $184 and that his own host, which is the only one in the service to which the labours of 1844 is assigned, should be abolished.
It is proposed that Mr. Smart, who is a very brave and smart and intelligent clerk, should be retained at $462 p.a. + $720 = $1,182.
I also propose that the Copying clerk, vacated by Mr. Hillam, should be filled by an un-assigned probationer.
This seems a good opportunity to pass over a lad who will be occupied in the first year at a low rate in learning his business. There will be a saving, if this arrangement is approved, of $1,024.
On the other hand, I recommend that Mr. St. Clair, who proposes to be absent on Principals' leave, should be temporarily promoted in the Registrar General's Department to replace Mr. Hillam at the same pay.
Mr. St. Clair, a probationer, who has passed a competitive examination by the Board of Examiners, will be competent to replace Mr. Hillam on the understanding that he will be paid the same salary.
