The votes from the Straits governments have been obtained under the impression that the Indian government would support the expedition.
The Indian government has refused to do so.
It is interesting to contrast the action taken at Singapore & Hongkong. At Singapore, Mr Colquhoun asks the government for £400 and gets £500:
