"W. H. Marsh, Colonial Secretary of Hongkong, in which he applies for the vacant post of Governor of Newfoundland.
2. Mr. Marsh has been in the Colonial Service for the long period of thirty-five years, and has on four occasions administered the Government --- during the absence of the Governor, to the satisfaction alike of the Secretary of State and of the Colonists. He is a gentleman of good abilities and great experience, and --- which is a still rarer qualification --- of excellent common sense. It should be further mentioned that he understands well financial affairs. I am confident that, if promoted to a permanent Government, as the crown of his long and honourable career in the public service, Mr. Marsh would continue to give general satisfaction.
