I would say that without questioning his ability to discuss state affairs, some Colonial Governments have been unable to hold out hope that he will be able to submit to their views.

There are other Gentlemen similarly situated in offices who have similar wishes for consideration to comply with.

I would not slam the door in his face. It has not been perceived as absolutely harsh to consider his ability and services.

I say there are many well-qualified candidates, and there is very little to choose between them.
