the matter be brought with the notice of and dealt with by the Authorities, forthwith gathers together and destroyer the wharf by

Countries, that the Chinese authorities should always protect foreigners, and secure their lives and property as far as possible, and if they should be

molested or disturbed, or

characters should set

have them plundered the authorities have to take immediate steps to despatch troops to

burn down their houses, or

to

put down the disturbance, make inquiries, and severely punish the incentiaries or plunderers according to law. This being enforced by order

of the Imperial Government, it is impossible to believe, that the mob had no idea of it, so much that a serious riot had taken place, and that the Officials, Civil and Military, and Soldiers had to exert themselves in stopping and

arresting the rioters before the mob would disperse.

Now the said steamer having

delivered

up

the

foreign offender, and

the incendiaries have likewise been

arrested, and they (both) will certainly

be dealt with according to the treaty by the authorities conjointly
