I have the honour to be, My Lord, Your Lordship's Most Obedient Humble Servant, BJ March Administering the Government.

Enclosure 1.

Inspector Quincey to the Acting Captain Superintendent of Police.

(Copy)

Central Police Station, 24th October, 1883.

In accordance with your instructions, I have the honour to submit the following report in connection with the existing Triad Society for your information. The issue of the proclamation by His Excellency the Governor has had some effect, as the meetings in the City of Victoria have greatly decreased, and several of the leaders have left the Colony for elsewhere.

Captain W. I. Dempster, Assistant Superintendent of Police.
