I reported on the 13th instant having re-issued a Proclamation which was found to be very effectual in August last, when a great number of the members of this secret society left the Colony. Captain Dempster informs me that although they have been much quieter since the issue of the Proclamation, few have left this time, and he believes that the reason is that they do not know where to go as they would be arrested by the authorities if found on Chinese Territory.

A great number of bad characters are now in the Colony, and it is believed that many rioters from Canton, who have fled from that city to avoid punishment, are among them.
