no promise, & if the ultimate decision was made by him, I think it should have been made clear. I do not enter into the general question which this raises, but when we are dealing with any very important matter, I think we should be very careful both by making clear the responsibility of bother Hoy Kay & others and besides ensuring that we are not doing a measure of justice by declining it.
Mr Meade's argument is not very well put, but as far as I can see, we are here asked to admit as pensionable a service who has never yet been recognized as pensionable. This man was warned that he could not be admitted, & we are asked to do this without consulting the Governor of the Colony whose funds are concerned in establishing such a precedent, & the object is to create another very inconvenient precedent in the Colonial Civil service, MN 20/10/53.
