enable the Parties to meet such daily or weekly payments as they may be required to make during the course of one month, before the monthly abstracts are paid by the Treasurer and they will be made at the commencement of each year, under an annual Advance Warrant, specifying the amount to be advanced to each Head of Department; and before the first day of the ensuing year, the amount so advanced is to be repaid to the Treasurer by each Head of Department respectively, and a new warrant must be obtained for any similar advances that may be required.

40.--The Governor will make such regulations as may be suited to the circumstances of the Colony, requiring security to be furnished by the Receiver-General or Colonial Treasurer, the Sub-Accountants, and all Officers entrusted, either with the collection of money, or the custody of stamps or of valuable stores.

41.--The Auditor will make occasional inspections, at uncertain periods, of the accounts of the Treasurer, the Sub-Accountants, and other public Officers charged with the receipt of money, and will compare the balances shown by the accounts with the balances in cash and sums paid into the Treasury or Banks, and it will be his duty to report immediately any discrepancies to the Governor.
