Whereas
it is well known that many members of the Sam Yip Society residing in various parts of Hongkong, and that the names of their leaders have been reported both by the local Police, and the officials of the Colonial Government-
and whereas these reports are, on careful examination, found to be real, from which it appears that the members contemplate Acts which are not in accordance with law.
