for libellous article articles imputing dishonest and dishonourable conduct to Government Officials. The Surveyor General, Mr Price, has since then called the attention of the Government to another paragraph in the Hong Kong Telegraph, which has for a long time past been systematically abusing him, requested either that the Government would prosecute the Editor, or that he might be left free to take such steps in the exercise of his civil rights as he might be advised, for the defence of his character and for the punishment of persistent libeller.
The Attorney General, to whom I referred Mr Price's letter, reported that the paragraph in question was libellous, but that the libel was not one in respect of which it would be proper for the Attorney General to file an ex officio information.
