The Principal, Mr. Many, having been appointed Acting Third Master at the Central School in December 1878, has nearly completed five years of Government service. As he is a trained master bearing excellent testimonials (Vide Letter No. 622 and inclosures) and has a good knowledge of Chinese, having recently passed with credit his 3rd Examination, his services would prove valuable in the New Central School, where an increase to the present staff of masters will be necessary.

In the meantime, I have the honour to propose that he be attached (as detailed in my former Letter No. ...) to the Central School as Normal Master superintending instruction and training of the pupil teachers and monitors; ranking between the Third and Fourth Masters.

Mr. Stutchison (5th Master now in charge of the Reformatory School), I propose to make an assistant to myself; as the large number of over 80 boys at the beginning of the year, and never less than 40, is unwieldy.
