Their normal education be carried on at the Central School where there is a complete staff of pupil teachers and monitors.

2. Even if the government continued their expensive education to the close of the term agreed upon, it may seriously be doubted what vacancies would be at their disposal in January 1885. Should there be none, the position of the students would be all the more awkward, and the Government would have incurred heavy unnecessary expenditure.

3. I recommend therefore that the students be liberated from their bonds at the close of this month, as there can be no motive in urging them to continue their studies; at the same time, that they may not be dealt with arbitrarily, I have the honour to recommend that they be allowed to draw their month's salary for October, while they are engaged in seeking employment.

4. The school would then be able to contain the Chinese as well as the English School. Mr. Jones, the landlord of the rooms, Queen's Road East, at present occupied by the Government;
