appointments by the Secretary of State. W. May was appointed acting 3rd Master on 1st January 1899 at which time Messrs. Kinney, Hutchison, and Caldwell were acting respectively as 4th, 5th, and 6th Masters. These gentlemen have been, as already stated, confirmed in the posts of 4th, 5th, and 6th Masters by the Secretary of State, and objections would no doubt be raised were Mr. May assigned the position he wants between the present 3rd and 4th Masters. When the New Central School is opened a reorganization of the Staff will no doubt be necessary,
