The excessive cost of the Normal School is, however, not the only reason urged by the retiring Inspector of Schools for closing this establishment. He represents that as the students have engaged by the terms of their bonds to serve Government, at the expiration of their three years' probation, as Masters or Assistant Masters, for a term of five years and on a salary of $25 a month, there is, on the other hand, a salary obligation on the part of Government to find them employment. He states that it is highly improbable that in a year's time there will be vacancies for teachers at $25 a month, as promised by the Government at the opening of the Normal School.

Mr. Wright has been requested by the manager of the Tientsin Hospital, (Dr. McKenzie) to recommend four young men for that institution and he informed me that if the Normal School could be closed at once he would send four of the students to Tientsin, leaving...
