(a E 3 500 coming to this decision without waiting for the return of Sir George Bowen, because a favourable opportunity presented itself of disposing of four out of the six students to which the original number of ten had become reduced. This opportunity would have been lost if I had waited for the Governor's return. In deciding on closing the Normal school I have acted on the strong recommendation of Acting Inspector of Schools (Mr Wright, the Head Master of the Central School), and with the concurrence of the Executive Council. I also consulted Mr Stewart, the Registrar General, who had written an important memorandum on the Normal school, which was forwarded for Your Lordship's information by my despatch No. 192 of 19th September 1882. Mr Stewart agreed with Mr Wright in recommending that the school should be closed at once.
