There is no doubt that the recent proceedings of the "Algiers" and "Drayton" French ships in a Chinese port, and the preparations which are apparently being made by the Chinese Government for war have contributed to the excitement prevalent at the present moment amongst the Chinese at Canton. All Europeans bring in the eyes of the lower classes the same distinction; no difference would be made between French and others.
Under the circumstances, it is, I think, extremely fortunate that the mob confined themselves to rioting and destruction of property and that no personal injury has been sustained by any of the Europeans residing at Canton on the present occasion.
I have the honour to transmit to Your Lordship, for your information, a copy of a letter which I addressed to the Acting Consul, enquiring whether this Government could render him any assistance. From the news received since despatching this letter, I do not expect to receive any requisition from him.
