I may take this opportunity of reporting in that I have requested Her Majesty's Representative at Canton to call the serious and immediate attention of the Viceroy to the alleged levy of a tax by the Chinese authorities on the Fishing Grade of Hongkong. This matter is also referred to in Mr Justice Russell's enclosed paper; and I shall address Your Lordship respecting it on a future occasion.
