but fail to see that
Substantial reason is shadowed for altering
the decision which was arrived at in the case in 1888.
You will therefore inform him that I am prepared
to allow him to receive Salary at the rate
of $4800, per annum from all sources
including his stipend from the Government
on account of the hospital, provided that
he relinquishes all private practice except consultations.
His position will then compare favourably with that of the Principal
Civil Medical Officer in other colonies.
