My work has been greatly augmented by the large increase in the number of Government Servants drawing salaries less than £400 who are entitled to medical attendance gratis. Not only has there been an increase in the number but the proportion of married men with families requiring my services is greatly increased as well.

The changes made in prison discipline, the increase in the number of prisoners, and the difference of race and character of those confined make up a great deal more of my duties than it did of my predecessors.
