Inform me that the decision for which Mr. Cleary recommended Wilcom, was calculated well, as if he were an ordinary civil servant and awarded a pension on the ground of ill health. In view of the theory/opinion which you express against retaining Lim in the service, I have not taken further exception to convey to you my approval of his receiving a pension of $227.50 per annum, on the understanding that in the event of his health being restored, he shall be prepared to accept any appointment in the Colonial Service which may be offered to him of not less value than that previously held by Lim.
