The Surveyor General reports as follows of Mr. Leaver: "his officer has done good service in his day. The nature of his duties has been most trying to his health, and I may almost say they have been often hazardous to life. I consider that sanitary inspectors have special claims on Government in consequence of their continual exposure to risks, especially in connexion with their duties of disinfection of dwellings and sewer-inspections.
As Mr. Leaver has lost his health in the inspection of nuisances, I recommend him for pension."
8. In common with the Executive and Legislative Councils, I concur with this recommendation. I would further observe, in conclusion, that it is difficult for persons residing in a temperate climate at the other side of the globe, to appreciate fully the nature of the duties which the Inspectors of Nuisances have to perform, amid the stench and foul air of the Chinese quarter of Sai Mong intensified by tropical ...
