it is proposed to found two scholarships, each of the annual value of two hundred pounds (£200), to be held for four years; but that these scholarships should be awarded only in alternate years,
Is that the charge on the Colonial Government will never exceed in any one-year four hundred pounds (£400), besides small periodical payments for passage money.
This charge the revenue of Hongkong is well able to bear.
The practical advantages of the scheme proposed have been already amply proved in other Colonies; and it would be superfluous to enlarge upon them.
