the Royal Navy, who

nations

which visit this

Port. It is necessary

that they

should have

not only

the positive and professional

qualifications of Naval Officers, but that they should be also men

of firmness, tact, and temper, for their duties, especially as

Emigration

and Marine

Magistrates,

are often

of a very difficult

and delicate nature.
