constant "meddling interference, to borrow the apt phrase of Lord Grey in his "Colonial Policy" (Vol. 1, page 22). When the existing Regulations shall have been in force for twelve months, the Superintendent (Mr. Wodehouse) will be called upon to report his opinion of their practical working, and to point out any changes which his experience may have shown to be calculated to increase the already proved efficiency of the Fire Brigade.

"It is submitted that the true principles of the control of Crown Colonies are laid down in the passage here referred to.

The Fire Brigade is supported out of a special rate of "Three-fourths per cent per annum on the gross annual value of Property" in the City of Victoria, levied under the authority of Ordinance 4 of 1868. The estimated revenue for 1884 from this source is $15,600; and the estimated expenditure on the Brigade for 1884 is $15,406, so that the revenue and expenditure may be said to be balanced.

There is every reason to be satisfied with the selection of Mr. Wodehouse as superintendent. Indeed
