most respectfully Your Lordship, to permit me to be seconded (as is done in the case of Naval and Military Officers on Special Service) for a period of ten years, after

the expiration of which my Connection with the Colonial Civil Service will cease.

My object in making this application is this. The post which is offered to me will carry a pension with it, should my health and other circumstances permit of my retaining it for ten years. But, should my health break down before the Expiration of that period, I wish to be able to fall back on the pension which I have now Earned in the Colonial Civil Service, which I joined in July 1860; serving first in the West African Settlements until August 1874, when I joined the Government of the Straits Settlements; remained there until the 31st March 1877, when I was appointed Assistant Harbor Master at Hongkong. My Colonial Services extend over a period of seventeen years, the whole of the time was passed in unhealthy climates.
