"I am informed that there are several precedents for granting Mr. McEuen's request. Two precedents, in particular, have been mentioned to me; that of Mr. Self and ... at Mauritius some years ago; a later precedent of Captain Lonsdale on the West Coast of Africa. There is also the case of Mr. Streacher, the Governor of North Borneo.

No exact case in ... But, even if there were one in point, I would still strongly recommend Mr. McEuen's application to favourable consideration.
For (1) Mr. McEuen is a strong and vigorous man of about forty; and there is little chance of his health breaking down at Shanghai, where the climate is more favourable to Europeans than at Hongkong. So that the granting of his request would, in all probability, relieve the Colonial Government altogether from the ultimate payment of his pension.
(2) It is important to remember that
