The fee complained of by the United States Konsul was originally introduced by section 5 of Ordinance 6 of 1852, "An Ordinance for the prevention of Desertion".
This Ordinance was repealed by the Merchant Shipping Consolidation Ordinance 8 of 1879, but the section complained of was re-enacted by sub-section 5, section 16 of the latter Ordinance, perhaps not in the same words but bearing the same meaning.
