United States Consulate,

Hong Kong, July 6th, 1883.

It has been a matter of complaint

for a long time by Masters of American

vessels that at the time of clearing at

the Harbour Master's office they are

required to pay a fee of $13 each for every

seaman they have shipped in the Colony. The crews of American

vessels are all shipped at this Consulate in accordance with

the laws of the United States,

and under the sanction of
