On the other hand, it will be seen from the correspondence that has passed between the American Consul and this Government on the subject, that the Consul (Colonel Mosby) considers himself entitled to ship seamen without payment of fees, though his construction of the law differs from that of the Attorney-General, who is of opinion that the fee of $1 is properly payable to the Harbour Master in respect of every seaman shipped.

The Harbour Master has explained the object of the Ordinance in requiring the payment of fees in the following terms, copies of which are enclosed*, Encl. 3: "It is not desired to deprive Consuls of the right to discharge
