be curtailed as far as possible: the officiating pay should be as a general rule attached to the appointment not to the holder of it and meritorious service should be rewarded by promotion to higher posts.

-5. The votes for Works and Buildings, whether ordinary or extraordinary, have my approval and I have to convey to you H. M.'s gracious confirmation and allowance of the Appropriation Ordinance No. 12. 1883, entitling you to apply a sum not exceeding one million and fifty-one thousand one hundred and eighty-seven dollars to the Public Service for the Year 1884.
