my dispatch 1915 of 25th August, I reported that a large Deputation of the Chinese community waited upon me soon after my assumption of this Government, to express, on behalf of their countrymen, their loyalty to the Queen, and their goodwill to myself, as Her Majesty's Representative I then stated that I should always be ready to give my earnest attention to any representations which the Chinese resident in Hongkong might, from time to time, bring to my notice by petition or otherwise.

The substance of the representations made by the recent Deputation is stated in the letter containing the reply, which I sent to them, after careful enquiry and consideration respecting each of the subjects to which their attention had been requested.
