Sound and work admirably in practice,

Land are

absolutely necessary for the proper conduct of the correspondence with the Secretary of State.

5. Ms. Lockhart will also act

temporarily

Clerk

of Councils, in the

place of Mr. Arathoon Seth, who has

been appointed back provisionally

as Superintendent of the Opium

Department

absent

in the Treasury, with a

temporary addition to his salary at the rate of fifty dollars a month; equivalent to about £150 per

annum.

After consultation with the Colonial Secretary and Treasurer, and with the Executive Council, it was found that this was the best; indeed, at the present moment, the only feasible arrangement for the management of the Opium department.

I have the honor to be,

My Lord,

Your Lordship's Most Obedient

Humble Servant,

5. Bowen

* This fee is not any fresh addition to the public expenditure

as it is only a part of

the remuneration paid

to

Ms.

Lockhart while in charge of the Opium Department.
