as Superintendent of the Opium
Department

in the Treasury, with a
temporary addition to his salary at the rate of fifty dollars a month; equivalent to about £150 per
annum.
After consultation with the Colonial Secretary and Treasurer, and with the Executive Council, it was found that this was the best; indeed, at the present moment, the only feasible arrangement for the management of the Opium department.
