(4) If I accept this Building grant of $5000 on the terms proposed, I have to part with this property forever; to transfer it to Trustees to be inalienably devoted to a special purpose. I deprive my successors of a valuable resource. Is it right to ask me to assign over a property worth $40,000 in consideration of the receipt of $5000?

(5) I respectfully submit for the consideration of the Secretary of State that the amount offered by way of Building Grant is wholly inadequate, even supposing that there were no other difficulties in the way.
