Requisition of Colonel Crawford should be complied with by the War Department, on the following conditions:-
(1) The Commandant of the Hongkong Volunteers for the time being, shall always be an Officer of the Regular army serving in this Garrison; and he shall be in charge of the arms lent by the War Department for the use of the Volunteers; and responsible for their safety, and for the cost of any loss or damage to them; and for their return to the Military Stores, when required by the General Commanding; or if the Volunteers should at any time be disbanded.
(2) The Colonial Government shall pay the Commandant and drill-sergeants, and any armourers, &c., who may be required; and also for the ammunition used by the Volunteers; and shall defray all other necessary incidental expenses.
