In conclusion I strongly recommend Her Majesty's Government in the interest of the Queen's service, to give clear and positive orders for the continuance of the Naval and Military Honours hitherto paid at this station, and in the spirit of the letter from the Foreign Office referred to above, for a liberal interpretation of the existing Regulations.
