3. Again, my health is somewhat affected by the very hard work which I have gone through in a most depressing climate, since my arrival here, and I am advised by my Medical Attendant that a change of air and scene for a few weeks in the cooler temperature of North China, or of Japan, is desirable.

4. Your Lordship may rest assured that nothing will induce me to leave my post for a day, if the public interests should require my presence in Hongkong. But I apprehend that this will not be the case during the month of September and the beginning of October. I have now completely succeeded in restoring to the public service of this Dependency that harmony and efficiency which had of late been destroyed owing to circumstances well known at the Colonial Office, and to which it is unnecessary to refer more particularly - I have made myself thoroughly master of the state of affairs
