New Meteorological Observer (Dr. Doberck).

2. In common with the Executive Council, I consider this proposal likely to prove useful to the public interests; and on Dr. Doberck's arrival here I shall make arrangements with him accordingly, unless he should advance some valid objection, of which I am not, at present, aware.

As the benefits which are to be derived by Her Majesty's ships, the mercantile shipping and the floating population in these waters from the new meteorological observatory Hong Kong will mainly depend upon the successful relations which the Director Dr Doberck may be able to establish with other centres
