respecting Postal arrangements at certain Ports in China.

2. I forward for Your Lordship's Information, a fresh Memorandum on this subject by the Postmaster-General of Hongkong (Mr. Liskor).

3. The Government of Japan has already set up a Post office of its own, which is said to be fairly well managed.

Now that the Chinese have begun to establish Telegraph offices under their own management, it is hoped that they will also ere long establish a Post office.
