I would suggest that in parag. 2(a) of the Regulations drawn up under this Ordinance, the words "to the knowledge of the commanding officer or master of the vessel" should be inserted after "prevailed"; otherwise a Captain might incur a fine of $2000 and a year's imprisonment with hard labour and unwittingly.
