effect on the public health, have been referred to in several of my previous despatches; and will be taken in hand as soon as the great pressure of work in the Surveyor-General's Department may permit. I am confident that Your Lordship will agree with me that, for the full and intelligent consideration of measures of this nature, with the help of men of local Knowledge and experience, it is, in the highest degree, expedient that there should be an adequate representation of both the European and of the Chinese community.
