This Report will be found well-deserving of a careful perusal. I would especially invite attention to Dr Ayres' remarks respecting Mr. Chadwick's Report, and the Sanitary measures recommended for adoption in connexion with it.

B. Opium Smoking.

It will be observed that Dr Ayres fully corroborates Mr Chadwick's statements as to the grave sanitary evils existing at Hongkong. It was, indeed, in great part, owing to his persistent denunciation of these evils that Mr Chadwick was sent out by the Home Government to report on the sanitary condition of this Colony. After commenting upon the overcrowding and insufficient ventilation which prevails in the Chinese quarter of this city, Dr Ayres quotes from Mr. Chadwick's report, with respect to the drainage, as follows:-
