However necessary it may be in England to alter the existing arrangements and remove Contagious diseases from the intervention of Legislation, I would point out that the same conditions which influence public opinion and raise sentiment in the mother country are not present in Hongkong, where the whole life of the inhabitants may be said to be concentrated within the area of a square mile.
