I have to acknowledge the receipt of your letter of the 28th ultimo, giving cover to copies of correspondence between yourself on behalf of the "Canton-Hongkong Wa-Hop Telegraph Company" and the Government, asking for permission to lay a cable across the harbour from the Chinese Frontier at Kaulung (Kowloon) to British Territory in Victoria.
