It will be further perceived that in reply to Mr Johnson, I said that there was no objection to the production of the papers asked for, (of which I now annex copies); and that I stated the reason given in Your Lordship's despatch N. 45 of the 22nd February ultimo for the refusal by Her Majesty's Government to grant the first application of the Wa Hop Telegraph Company.
