English Newspapers, (the Daily Press and the China Mail), an Advertisement calling for the payment on a certain day of the rents due to the Colonial Government. Mr Fraser-Smith appealed to the Governor against the Treasurer, and urged that Government advertisements should be given also to his newspaper (the Telegraph). On the other hand, Mr Lister defended his action on the ground that the publication of the advertisement in question in the Government Gazette, and in the two older and most circulated daily journals was sufficient, and that no public money should be paid to the Telegraph, as being a notoriously immoral and discredited newspaper, the Editor of which had been several times convicted before the Supreme Court.
